Racked by unrealistic construction schedules, engineering snafus, shoddy work, widespread mismanagement and possibly fraud, the Mississippi coal-burning power plant that was supposed to be the nation’s model for carbon-capture technology and tomorrow’s power supplies today finds itself more than $4 billion over budget, more than two years behind schedule and still not operational. The Kemper plant being built by Southern Co. subsidiary Mississippi Power, is the focus of a Securities and Exchange Commission investigation, as well as a lawsuit by ratepayers, who are suing the company alleging fraud. Although many of the problems plaguing the project were widely known, more damning details have come out as a result of whistleblower.
